New Hazmat Endorsement Procedures Extended, Results Slowed

Since January 31, new CDL applicants seeking a hazmat endorsement have undergone a fingerprint-based criminal records check as required by the USA PATRIOT Act. Effective May 31, that requirement will extend to drivers seeking renewals or transfers of their hazmat endorsement. The program, launched by the Transportation Security Administration (TSA), provides states with a choice to either develop their own fingerprint collection that includes collecting applicant information and submitting records to the Federal Bureau of Investigation (FBI) or use a TSA approved screening agent.

However ,since January 31 slow turnaround time of the results of these checks has left the industry uneasy about the process efficiency of the system after May 31, when the largest portion of hazmat endorsements background checks begin. As of March 4, a month after the requirement had gone into effect for new entrants, Illinois had submitted 644 fingerprint requests and received zero responses from TSA. Other states are experiencing similar responses. The industry is worried that many drivers could face expired licenses as they wait for their renewal.
