General Counsel William Cull announces transition to retirement; Associate General
Counsel Keith Simmons to assume duties
FALLS CHURCH, Va., Jan. 28, 2008 – William J. Cull, vice president and general
counsel of US Investigations Services, Inc. and its subsidiaries (USIS), announced
that he will begin his transition to retirement effective Jan. 31, 2008. Keith R.
Simmons, currently associate general counsel, will assume Cull’s duties and
responsibilities.
Cull will remain with the company on a part-time, advisory-role basis through August
2008 when he will retire. The company has begun a national search for a new associate
general counsel.
“Over and beyond Bill’s superb management of our legal affairs, he has
been the corporation’s champion in critical areas such as integrity, ethics,
and compliance with the various regulations that affect our federal and commercial
businesses,” said Randy Dobbs, CEO of USIS. “Bill also played a critical
counsel and leadership role during the transaction that resulted in Providence Equity
Partners becoming our new owner. It has been an honor to have Bill on the team and
I am pleased he has agreed to assist us by providing guidance on legal matters during
a transition period.”
As vice president and general counsel of US Investigations Services, Inc. and its
subsidiaries Simmons will be responsible for providing legal counsel, managing legal
services, directing regulatory compliance, and overseeing professional integrity
and business ethics for USIS and its affiliates worldwide. Simmons will report to
Dobbs.

In 2005, Mr. Simmons joined USIS as associate general counsel and assistant corporate
secretary, bringing 30 plus years of legal experience to the company. Before joining
USIS, Mr. Simmons held senior legal counsel positions including general counsel
and chief legal officer for SEI, Inc., a technology company in Harrisonburg, Va.,
and senior vice president and general counsel for Grove Worldwide LLC, a manufacturer
of capital equipment in Shady Grove, Pa.
Mr. Simmons earned his Bachelor of Science degree in Mechanical Engineering, Cum
Laude, from Marquette University, Milwaukee, Wis. in 1972, and his Juris Doctorate
in 1977.
