Willian C. Mixon - President and CEO, USIS
William Mixon is President and CEO of US Investigations Services, Inc. (USIS). USIS
has approximately 7,200 employees, provides solutions and services to a wide range
of high-profile customers, has a customer base that spans multiple federal, state,
and local government agencies, and produced annual revenues in 2008 of approximately
$710 million.
USIS is composed of four divisions: Investigations Services Division, the U.S. government’s
largest supplier of background investigations and a provider of diverse investigations,
including site visits, to all levels of government and law enforcement agencies;
Security Solutions Division, specializing in areas such as physical/personnel/facility
security, investigative analytics, and security convergence; Training and Law Enforcement

Mr. Mixon joined USIS in May 2005 as President of the Investigative Services Division,
where he was responsible for all product delivery, quality, and timeliness of background
investigations for the U.S. Office of Personnel Management (OPM) and other administrative
and national security support agencies.
Mr. Mixon’s background includes 21 years of experience in both the public and private
sectors. Since 1994, Mr. Mixon held various senior level positions with Philips
Healthcare, North America. At Philips Healthcare, Mr. Mixon’s career path focused
on customer support and customer service, with increasing responsibilities in key
roles as Vice President of Strategic Integration and Vice President of Operations.
In his last assignment as Vice President, Customer Services at Philips Medical,
Mr. Mixon directed an organization consisting of nine functional business units
with 3,500 total field employees and $1.0 billion in revenues. In this role, he
developed, implemented, and led multiple strategic initiatives to ensure production
efficiencies, customer satisfaction, and business growth, including a benchmark
“North America Service Delivery Plan.”
A native of Virginia, Mr. Mixon holds a Bachelor of Arts degree in Economics from
Georgetown University, a Master of Business Administration degree from the College
of William and Mary, and a Master of Science degree in Healthcare Administration
from Virginia Commonwealth University.
Mr. Mixon and his family currently reside in Northern Virginia.

Michael G. Fraser - President, USIS Security
Solutions Division
Michael Fraser is president of USIS’ Security Solutions Division, which offers specialized
staff support, security-based operations and training programs, investigative analytics,
and security convergence expertise.
USIS is composed of four divisions: Investigations Services Division, the U.S. government’s
largest supplier of background investigations and a provider of diverse investigations,
including site visits, to all levels of government and law enforcement agencies;
Security Solutions Division, specializing in areas such as physical/personnel/facility

Before joining USIS, Mr. Fraser was chief executive officer of London-based BT Health
Integration Services, a $1.75 billion division of the British Telecommunications
Global Services business. Prior to working at BT Health, Mr. Fraser held senior
management positions at General Dynamics Advanced Information Systems, including
deputy general manager–Engineering, Development, and Integrated Services, and then
vice president and general manager–Surveillance and Reconnaissance Systems, where
he provided strategic leadership through developed services for Defense, Intelligence,
and Homeland Security customers. Mr. Fraser came to General Dynamics in August 2003
through the acquisition of Veridian Inc., where he was sector president–Systems
Security and Information Protection Division.
Mr. Fraser retired from the U.S. Air Force after 20 years of service in May 1993,
with a rank of Lieutenant Colonel (Selectee). In his distinguished military career,
he directed contracting on classified space launch programs and the Shuttle Activation
Task Force. He is a graduate of both the Staff College and Squadron Officer School.
Mr. Fraser holds a Master of Science degree in Systems Management from the University
of Southern California and a Bachelor of Arts degree from the University of Laverne.
He maintains a Top Secret Clearance with Polygraph.

Christopher D. Tillery - President, USIS
Investigations Services Division
Christopher Tillery is president of USIS' Investigations Services Division, which
performs federal, state, and local background investigations, fraud investigations,
and site visits.

largest supplier of background investigations and a provider of diverse investigations,
including site visits, to all levels of government and law enforcement agencies;
Security Solutions Division, specializing in areas such as physical/personnel/facility

Mr. Tillery has been with USIS since 2000, starting as a special investigator in
Atlanta, Georgia. From July 2002 to 2005, he was district manager for Augusta, Georgia,
with responsibility for all aspects of investigations assigned to that geographic
area. Before becoming president of the Investigations Services Division, he most
recently served as the director for the division’s Southern Business Unit, where
he provided strategic direction for the district offices.
Prior to USIS, Mr. Tillery was a client relations representative for Total System
Services Inc., of Columbus, Georgia, where he served as a liaison between programming
services and upper-level bank management.
Mr. Tillery earned a Bachelor of Science degree in Commerce and Business Administration
at the University of Alabama.

Michael Santelli - President, USIS Information
Management Division (LABAT)
Michael Santelli is president of USIS' Information Management Division, a service
line that includes the reputable LABAT name and business of servicing government
customers in the area of litigation support, with additional division focus on records
management, screening and data entry, and mailroom services.
USIS is composed of four divisions: Investigations Services Division, the U.S. government’s
largest supplier of background investigations and a provider of diverse investigations,
including site visits, to all levels of government and law enforcement agencies;
Security Solutions Division, specializing in areas such as physical/personnel/facility
security, investigative analytics, and security convergence; Training and Law Enforcement
Division, focusing on police training, surveillance detection, international development,
and security consulting; and Information Management Division (Labat), concentrating

Mr. Santelli joined USIS in December 1999 as the corporate accounting manager, where
he was responsible for all accounting and contract activities for the company. After
being promoted to positions with increasing responsibility within Finance and Accounting,
Mr. Santelli served as the chief financial officer for USIS from 2004-2006. In July
2006, Mr. Santelli assumed the role of vice president of Western Pennsylvania Operations,
where he led 1,600 employees in support of this $55 million investigations business.
Mr. Santelli’s background includes 18 years of experience in sales, finance and
accounting, and operations. From 1998 through 1999, he worked for PricewaterhouseCoopers
in the Business Assurance and Advisory practice. Additionally, he was an engineer
with the Calgon Corporation.
Mr. Santelli earned a Bachelor of Science degree in Civil and Environmental Engineering
at Vanderbilt University and a Master of Business Administration degree at Carnegie
Mellon University.

Lanny R. Bernier - President, USIS Training
and Law Enforcement Division
Lanny Bernier is president of USIS’ Training and Law Enforcement Division. Mr. Bernier
is responsible for profit and loss management of a $36 million portfolio of international
training and consulting contracts.
USIS is composed of four divisions: Investigations Services Division, the U.S. government’s
largest supplier of background investigations and a provider of diverse investigations,
including site visits, to all levels of government and law enforcement agencies;
Security Solutions Division, specializing in areas such as physical/personnel/facility

Since 2008, Mr. Bernier had served as Vice President of the USIS Defense Training
Group, where he was responsible for strategic development of teaming partners and
win strategies for key governmental pursuits with significant revenue impact. He
was closely involved in business development and capture management throughout USIS’
Security Solutions Division. From 2004 to 2006, he was USIS’ Director of Operations
in the Operations and Training Solutions Group, and managed a diverse portfolio
which included administrative, logistics, and management support for training facilities
responsible for U.S. antiterrorism initiatives, both domestically and overseas.
From 2006 to 2008, Mr. Bernier worked for Homeland Security Corporation, based in
Nashville, Tenn., as Vice President, Government Affairs and Chief Operating Officer.
He was responsible for U.S. government business development and the establishment
of HSC’s Washington, D.C. office. From 2001 to 2004, he worked for the U.S. Department
of State’s Diplomatic Security Service in the Diplomatic Security Training Center
in Dunn Loring, Va., where he was Director, Office of Training and Performance Support.
His vast experience includes overseas assignments, serving in critical roles in
the protection of U.S. government personnel and U.S. business assets during times
of rapid social and political change, ongoing terrorist activities, civil disorder,
and natural disasters.
Mr. Bernier holds a Bachelor of Science degree in Criminal Justice from American
University and a Master of Public Administration degree from Georgia Southern University.

Beth Hardison - Senior Vice President of
Business Development, USIS
Beth Hardison is senior vice president of business development of US Investigations
Services, Inc. (USIS).
Ms. Hardison is responsible for all aspects of business development, including customer-facing
business development, capture management, proposal operations, and marketing. She
leads an organization responsible for identifying and capturing new business, developing
win strategies, and expanding into new markets.
Prior to assuming her current position in 2008, Ms. Hardison served as vice president
of business development and marketing for Harris Information Technology Services,
a business unit within the Government Communications Systems group, providing performance-based,
managed IT services to the defense, civilian, and intelligence markets. Previously,
Ms. Hardison was vice president of business development and marketing for the $1.2
billion civilian business within Northrop Grumman’s Information Technology sector.
She had also served as vice president within their Mission Systems sector as a result
of Northrop Grumman’s acquisition of TRW. Earlier in her career, Ms. Hardison was
vice president of sales and marketing at CherryRoad Technologies, providing nationwide
federal and commercial sales leadership and corporate branding expertise. She has
also held leadership positions at Litton, CSC, and NORTEL.
Ms. Hardison earned a Bachelor of Science degree in Earth Sciences and Geology at
Pennsylvania State University and a master’s degree in Business Management, with
a concentration in marketing, at the Smeal College of Business, also at Penn State.

Andre S. Oberholzer - Chief Financial
Officer, USIS
Andre Oberholzer is chief financial officer of US Investigations Services, Inc.
(USIS).
Mr. Oberholzer joined USIS in August 2006 as chief financial officer of USIS’ Investigative
Services Division, where he was responsible for all financial aspects of the division.
During 2009, he took on the role of CFO for the entire USIS organization.
Mr. Oberholzer’s background includes 28 years of experience in both the public and
private sectors, across a broad spectrum of companies. Prior to joining USIS, he
was CFO for several firms, including WageWorks, a pre-tax benefit startup company;
the $2 billion Global Services Division of Philips Medical Systems; StockPower,
a San Francisco-based VC-backed startup; and SEGA of America, where he spent seven
years while the company grew from product introduction to more than $1.5 billion
in revenue. Mr. Oberholzer also spent 13 years with PricewaterhouseCoopers, where
during his last seven years, he focused on high-tech startup clients.
A native of South Africa, Mr. Oberholzer holds a Bachelor of Commerce degree. He
is a qualified Certified Public Accountant and a Chartered Accountant.

David S. Spannare - Chief Information Officer,
USIS
David Spannare is chief information officer of US Investigations Services, Inc.
(USIS).
Mr. Spannare joined USIS in June 2009. As leader of the USIS IT team, he provides
strategic direction and guidance for all information technology endeavors.
Prior to joining USIS, Mr. Spannare was chief information officer and vice president
of information technology at ManTech International Corporation for six years. From
1989 to 2002, he was program director for Litton Industries, and continued in this
role after its acquisition by Northrop Grumman. During this time, Mr. Spannare provided
IT services to commercial and government clients, as well as within the organization.
Prior to 1989, he held a series of leadership positions responsible for providing
IT services to Litton Divisions.
Mr. Spannare earned his Bachelor of Science degree at the University of Maryland,
College Park, Maryland.

Doug L. Steele - Vice President of Operations,
USIS
Doug Steele is vice president of operations for US Investigations Services, Inc.
(USIS). Named in 2007 to this position, Mr. Steele is primarily responsible for
coordinating and managing the national quality and training function, production
control and master scheduling project initiatives, operational and resource planning,
productivity and cost control programs, and the contractor and purchasing component
of USIS.
Mr. Steele has spearheaded multiple national initiatives. As the executive sponsor
and owner of the productivity deck and cost management initiatives, he led the team’s
efforts that delivered savings in excess of $17 million in FY08 and has targeted
an additional $9 million in FY09. Mr. Steele also is co-sponsor of the USIS Integrity
Council and the Best In Class Competition.
Mr. Steele’s background includes over 20 years of experience in the personnel security
arena, including senior-level operational support and business leadership positions
in both the federal and private sectors. While with the U.S. Office of Personnel
Management (OPM), he served as the senior member of the policy team responsible
for drafting executive orders and federal regulations impacting personnel security
industry standards. Later, he was tasked with creating the Integrity Assurance component
of OPM’s Federal Investigations Services Division.
Since rejoining USIS in 2006, Mr. Steele has served as a business unit director
in the Washington, D.C. area, with revenues approaching $50 million annually.
Mr. Steele attended American University and earned a Bachelor of Arts degree in
International Relations and Political Science at the University of Richmond.

Susan J. Parent - Vice President of Human Resources,
USIS
Susan Parent is vice president of Human Resources for US Investigations Services,
Inc. (USIS), a position she has held since September 2008.
In this role, Ms. Parent works closely with the presidents of USIS’ four divisions—the
Investigations Services Division, Security Solutions Division, Training and Law
Enforcement Division, and Information Management Division (Labat)—and their HR teams
in a combined team approach. She coordinates employee compensation, benefits, and
development strategies. Over the past 10 years, she has been promoted to increasingly
more responsible positions at USIS. Beginning in June 2007, Ms. Parent served as
director of Human Resources for the Investigative Services Division. Before that,
she filled the role of director for that division’s Staffing and Employee Development,
where she managed efficient and timely recruitment of new employees and developed
defined career paths within the division. Ms. Parent also led a team leader development
program.
Prior to USIS, Ms. Parent worked in HR leadership roles in the retail and hospitality
industries.
Ms. Parent earned a Bachelor of Science degree in Psychology at the University of
Pittsburgh and a Master of Science degree in Human Resource Development at Villanova
University.

Jeff N. Johnson - Vice President of Contracts,
USIS
Jeff Johnson is vice president of contracts for US Investigations Services, Inc.
(USIS). Mr. Johnson, who joined USIS in October 2008, oversees the company’s government
contracting activities.
Mr. Johnson’s background includes 24 years of experience in both the government
and commercial sectors. Since 1998, Mr. Johnson has held the highest senior-level
contracting positions with companies such as Triple Canopy, from 2007 to 2008, where
he oversaw the company’s contracting functions for fixed and mobile security; Sierra
Nevada Corporation, from 2002 through 2006, where he directed the company’s contracting
functions to include intelligence, surveillance, and reconnaissance (ISR) products
and services; and commercial companies (1996–2002), where he led the contracts and
procurements departments in information technology, satellite imagery, and communications
offerings. Prior to 1996, Mr. Johnson held middle management contracting positions
with Westinghouse and COMSAT Corporation.
Mr. Johnson began his contracting career as a Captain/Contracting Officer in the
U.S. Air Force, from 1985 through 1989, working for the Air Force Office of Scientific
Research, awarding and administering DARPA and Strategic Defense Initiative program
contracts.
Mr. Johnson earned a Bachelor of Science degree in Business Administration at the
University of Nevada and a Master of Science degree in Contracts and Acquisition
Management at the Florida Institute of Technology.

Patricia A. Davis-Muffett - Vice President
of Marketing and Strategy, USIS
Patricia Davis-Muffett is vice president of marketing and strategy for US Investigations
Services, Inc. (USIS). Ms. Davis-Muffett is responsible for overall corporate strategy,
branding, and marketing, including new product development and launch, thought leadership
initiatives, and deal-based tactics to further the USIS position in the government
marketplace.
Ms. Davis-Muffett came to USIS in October 2009 from Unisys Corporation, where she
most recently served as vice president, government marketing. Among her major accomplishments
was the launch of a new thought leadership and social media initiative, the Unisys
Center for Innovation in Government. She also significantly increased Unisys Federal
Systems’ presence in the federal marketplace and developed an account-based and
deal-based marketing program for major pursuits. Ms. Davis-Muffett joined Unisys
in 2007 as vice president, federal marketing.
Prior to Unisys, Ms. Davis-Muffett was with Robbins-Gioia, LLC, in Alexandra, Va.,
from 1998–2007. There, she advanced to positions of increasing responsibility to
ultimately serving as the company’s vice president, marketing. Her extensive marketing
background also includes experience as a writer, editor, and marketing communications
professional.
Ms. Davis-Muffett is a frequent speaker on topics related to marketing strategies,
particularly in the federal arena. She has received numerous awards throughout her
career, including finalist for the 2009 Women in Technology Leadership Award and
winner in the 2008 GovMark Awards for Best Civilian Agency Campaign, as well as
the 2003 American Marketing Association’s DC Marketer of the Year award for her
new product introduction process.
Ms. Davis-Muffett has a Bachelor of Arts degree in English from Georgetown University;
a Master of Fine Arts degree in Creative and Professional Writing from the University
of Minnesota; and a Certificate in Strategic Marketing Management from the Harvard
University Executive Education Program. She is both a certified Project Management
Professional and an AMA Professional Certified Marketer.

John E. Moore - Vice President of Process and
Operations, USIS
John Moore is vice president of process and operations for US Investigations Services,
Inc. (USIS). Mr. Moore also served as interim president for a corporate-affiliated
commercial services division between September 2007 and February 2008.
Before coming to USIS, Mr. Moore was president and chief executive officer of GE
Capital IT Solutions, Mexico City, from 2000 to 2002. Prior to 2000, he served in
a series of leadership positions including president, Hunter Fan Corporation, Monterrey,
Mexico; president, InterGlobal Electronics, Juarez, Mexico; president, Chloride
Group, PLC Juarez, Mexico; and general manager of a GE electronics manufacturing
facility, also in Juarez. Mr. Moore was a two-time winner of GE’s Management Award
for Excellence and is a distinguished graduate of several GE business development
programs.
Mr. Moore holds a degree in marketing and management, is bilingual (Spanish-English),
and has earned a Green Belt in the Six Sigma process methodology program.

E. Barry Levy - Vice President of Government Affairs,
USIS
E. Barry Levy is vice president of Government Affairs for US Investigations Services,
Inc. (USIS). Mr. Levy is responsible for establishing and maintaining relationships
with members of the U.S. Congress and their staff and for developing responses to
congressional inquiries on behalf of corporate officers, sector leaders, and business
unit executives.
Mr. Levy came to USIS in January 2009 from Computer Sciences Corporation (CSC),
where he held similar responsibilities as director of government relations for the
company’s North American Public Sector. Previously, Mr. Levy had been director of
Business Development for Welkin Associates, where his primary focus areas were within
the Intelligence Community. Earlier in his career, as a Brookings fellow, Mr. Levy
served as the Defense Legislative Assistant to U.S. Congressman J.C. Watts, Jr.
(OK-4), responsible for legislative formation and counsel on national security,
foreign affairs, international trade, and telecommunications policy. Prior to this,
he was the military assistant to the Deputy Under Secretary of Defense for Trade
Security Policy. Mr. Levy was also a professor of financial management at the Defense
Systems Management College.
Mr. Levy served 20 years in the U.S. Air Force. He earned a Bachelor of Arts degree
in Journalism and Telecommunications at the University of Southern California, Los
Angeles, a Master of Science degree in Procurement and Logistics Management at Webster
University, and a Master of Science degree in psychology at the University of Northern
Colorado.
